SOFA (Status of Forces Agreement) personnel means U.S. military servicemembers, civilian employees, and the families.

In this graph, blue shows the number of criminal cases brought by the Okinawan police per 1000 SOFA personnel stationed in Okinawa. Red shows the overall number of criminal cases per 1000 Okinawan residents (including SOFA personnel).

SOFA Arrest Rate vs. Overall Okinawa Arrest Rate

In this graph, blue shows the number of SOFA personnel arrested by the Okinawan police per 1000 SOFA personnel stationed in Okinawa. Red shows the overall number of arrests made by the Okinawan police per 1000 Okinawan residents (including SOFA personnel).

Notes

1. Heinous crimes are defined as murder, robbery, arson and rape.
2. The crime statistics exclude traffic accidents.

Data Sources

• The Okinawa Prefectural Government, Department of Planing, Statistics Division provide Okinawan American and Japan Self-Defence Force bases statistics, March 2007 (Japanese language), which includes the SOFA population, SOFA crime and overall Okinawa crime statistics from 1972 to 2006 (pages 18-21, 86 and 87).
• An English language version of the crime statistics covering the years 1972 to 2001 is available here from the Okinawa Prefecture Military Base Affairs Division.
• The Okinawa Prefectural Government, Department of Planing, Statistics Division also provides the total population of Okinawa estimates from 1986 to 2006 (Japanese language).
  • For each year, the population figure for the end of October is used.
  • The population for years prior to 1986 are taken from the 1970, 1975, 1980 and 1985 Japanese censuses with linear interpolation used to estimate the population for intervening years. These census results are available here from the Japanese Ministry of Internal Affairs and Communications, Statistics Bureau.
